How To Request A Refund of the

Louisiana Citizens Property Insurance

Corporation Assessment

Many elderly and disabled homeowners who do not normally have to file income tax returns are missing out on a refund due to them!  All homeowners that pay for homeowner's insurance have an assessment charged to them for the Citizens Plan as part of the premium that they pay. Since 2006, these assessment fees have been available to be refunded to homeowners, IF THEY FILE A STATE TAX RETURN.  Any homeowner that did not have to file anytime between 2006-2009 can still get their refund by filling out a simple one page form from the state, attaching a copy of their insurance declaration page for the particular year requested, and mailing it in to the Louisiana State Department of Revenue.

To find the forms needed to file,  click on http://revenue.louisiana.gov/sections/taxforms/default.aspx?code=PSN&year=All&range=2010;2009;2008;2007;2006;2005

Scroll down the page until you find form R-540INS on the left hand side of the page.  On the right hand side will be the different year forms that can be found.  Just click on the form for the year you need, fill in your information, print, attach a copy of your insurance declaration page and mail back to the Louisiana Department of Revenue!  Your refund will be mailed back to you in a few weeks.

The federal Earned Income Tax Credit (EITC) is a special tax benefit for low to moderate income workers that helps to reduce their tax burden, supplement their wages, and encourage them to stay employed.  Workers who qualify for the credit need to file a tax return so that they can get back some or all of the federal income tax that was taken out of their paychecks during the past year.  They may also get extra cash back from the IRS if the amount of credit they are eligible for erases their tax debt, leaving them with extra money left over that the IRS can refund to them.

COME VOLUNTEER WITH US,

WE NEED YOUR HELP! 

Catholic Charities Houma Thibodaux is looking for dedicated people to assist in the planning of our FREE Income Tax Program during the months of May through December, as well as working with us during the tax season which runs from February 1st to April 15th every year. 

Careful planning is needed ahead of tax season to develop ways to assist the public in understanding the various approaches they can take to maximize the dollars they receive in the form of IRS refunds.  Creative ideas and attendance at various meetings during the planning season is necessary to volunteer for this position.

Our tax site is located on the second floor of the Terrebonne Main Library and is opened 2-3 days per week depending on volunteer help during that time.  No experience in tax law is required; training will be provided to ensure that all volunteers will have the knowledge necessary to help individuals and families with simple tax obligations prepare their federal and state tax returns.  Any person looking to volunteer with this program must feel comfortable working with the general public.   Volunteers may work as often as they want to...from as often as once a week to as little as once a month.  All we ask is that whatever time a volunteer wishes to commit with us, that we can count on them to be there!

Volunteer positions in our tax site include:

* Greeters:  these volunteers greet people as they walk into the site, hand the taxpayer an intake form to fill out while they are waiting to be seen, and call the taxpayers to the front as a volunteer tax preparer becomes available.  (Tax law knowledge is not required for this position.)

* Intake Workers:  these volunteers assist the taxpayer in determining if all paperwork is present to get their tax returns prepared and assist the taxpayer in ensuring the intake form is filled out completely. (Limited tax law knowledge is required for this position...we will train to ensure you have the necessary knowledge to complete this task.)

* Volunteer Tax Preparers:  these volunteers must know how to operate a computer keyboard in order to input taxpayer information into the computer software.   Computer tax software makes it easy to prepare a tax return...all computations are done by the computer...the volunteer only needs to input the taxpayer's information into the proper places onto the computer.   (Simple tax law is required to know how to help the taxpayer get the most benefits for their particular tax situation.  Training will be provided to ensure that all volunteers will have the necessary knowledge to perform this position.)

* Quality Reviewers: these volunteers would assist the site by looking over the work of each volunteer tax preparer after each return has been completed, ensuring that the tax return has been prepared correctly, taxpayer information spelled correctly and all paperwork needed by the site has been collected.  (Simple tax law is required for this position. Training will be provided to ensure that these volunteers have the knowledge necessary to perform this position.)    

* Site Coordinator:  this volunteer works to ensure the smooth operation of the site by ensuring that volunteer tax preparers are available to work on the days the site is open, answering any questions asked by the taxpayers, assisting volunteer tax preparers with special problems that may occur during tax preparation, opening and closing the tax site, and transporting taxpayer's information from the tax site to the transmitting site at Catholic Social Services' main office.
